Added the ability to associate media files (PDF) to Publication Editions.

Default that hyperlinks open in a new tab. There is now a setting that allows the WYSIWYG editor that will default that hyperlinks get opened in a new browser tab. the system setting that has to be set to true is hyperlinks.new.tab.value
